PURPOSE: A manufacturing process system of an incombustible heat insulation panel is provided to bond and process the heat insulation panel at low temperature without cooling systems, and to improve smoothness by manufacturing the incombustible heat insulation panel with polyurethane foam including filler instead of liquid polyisocyanurate foam. CONSTITUTION: A manufacturing process system of an incombustible heat insulation panel comprises a foaming agent supply line(110) feeding the foaming agent as the interior heat insulation material, a catalyst supply line(120) feeding the catalyst as the interior heat insulation material, a polyol powder supply line(130) feeding polyol powder including filler as the interior heat insulation material, a hardening agent supply line(140) feeding the hardening agent as the interior heat insulation material, a mixing system(160) connecting to the foaming agent supply line, the catalyst supply line and the polyol powder supply line and mixing the foaming agent, the catalyst and the polyol powder, an injection head(170) connected to the mixing system and the hardening agent supply line to inject mixture from the mixing system and the hardening agent from the hardening agent supply line to the metal surface materials, and an air supply line(150) supplying air to the foaming agent supply line, the catalyst supply line and the polyol powder supply line.
