PURPOSE: A method for simultaneously eliminating highly concentrated organic material, nitrogen and phosphorous using a biological contact process is provided. CONSTITUTION: The method comprises the steps of treating wastewater in anaerobic zone(58) by operating a set of rotating discs(57), each disc being formed by combining a plurality of segments and being arranged in such a way that water courses of each disc is on the same lines at circumferences of the discs, while the rotating disc set(57) is completely submerged in the wastewater, treating the outflow of the wastewater in anoxic zone(56) by operating a set of rotating discs while the rotating disc set is completely submerged under the wastewater for eliminating organic material and nitrification, and treating the outflow of anoxic zone in an aeration zone(60) by partially submerging rotating disc set(61) in water to be treated, wherein BOD of inflow of the anaerobic zone(58) and the anoxic zone(56) is less than 5 to 120g/m¬2/day, water flow rate is less than 0.1 to 10L/m¬2/day, hydraulic retention time is greater than 2 to 20 hours, NH3-N is less than 0.1 to 10g/m¬2/day, NO3-N is less than 2 to 30g/m¬2/day, alkalinity is 20-100mg/L, CMEOH/N ratio is greater than 2.5, and pH is in a range of 5 to 9.5, and wherein treated water of the anoxic zone is returned to the anaerobic zone(58) by its 0.5 to 20 times, and outflow of a sedimentation tank is returned to the anaerobic zone(58) and the anoxic zone(56) by its 0.1 to 10 times, respectively.
