PURPOSE: A forming device of a replacement column-shaped solid structure by high pressure injection of mortar and a method thereof are provided to improve the soft ground simply, and to increase the rigidity of the soft ground by forming the space under the ground with high pressure water and compressed air and injecting mortar at high pressure. CONSTITUTION: A triple-pipe rod(120) is installed in a rotary impact boring machine, and the bore is formed on the soft ground by using a bit(132). A compressed air injection port(118), a high pressure water injection port(114) and a mortar injection port(116) are installed in a swivel(110) in the upper part of the triple-pipe rod, and the ground is cut and broken by rotating and injecting high pressure water and compressed air through a compressed air discharge port(122) and a high pressure water discharge port(124) with a monitor of the triple-pipe rod to discharge slime out of the ground. A column-shaped solid structure is formed under the ground by injecting compressed air and mortar including cement milk or dry sand through the compressed air discharge port and the mortar discharge port mounted in the monitor.
