PURPOSE: A method and an apparatus for coding and decoding bit planes using gray code are provided to increase an FGS(Fine Granular Scalability) coding type compression gain of an inputted signal. CONSTITUTION: A signal converter(100) converts a signal inputted by frames into a frequency area. A quantizer(102) quantizes the converted input signal at a predetermined coefficient. A gray code converter(104) converts the quantized signal according to the number of bits required for bit plane coding, and outputs the converted signal. A bit plane mapping unit(108) forms the output signal as bit planes. A bit plane encoder(110) codes each bit plane generated from the bit plane mapping unit for outputting a bit stream.
