PURPOSE: An insulation coating material with tacky resistant property for a non glass grain-oriented electrical steel sheet is provided which substantially improves tacky characteristics by properly controlling constituents of the insulation coating material coated on a steel sheet on which a glass film is not formed. CONSTITUTION: In an insulation coating material coated on the surface of a grain-oriented electrical steel sheet comprising 2.9 to 3.4 wt.% of Si, 0.045 to 0.062 wt.% of C, 0.015 to 0.035 wt.% of P, 0.004 to 0.010 wt.% of S, 0.022 to 0.032 wt.% of dissolved Al, 0.008 to 0.012 wt.% of Mn, 0.012 to 0.021 wt.% of Cu, 0.006 to 0.009 wt.% of N and a balance of Fe and other inevitable impurities, the insulation coating material comprises phosphate to which one or both of primary zinc phosphate and primary magnesium phosphate are added; 0.5 to 4.0 weight parts of chromic anhydride or dichromate based on a solid content for the phosphate; and SiO2 in the colloidal state which is free phosphoric acid (%) in phosphatex0.32.0.
