PURPOSE: An ice storage system using finned tubes and a cooling system by using the same are provided to improve the heat transmissivity by mounting finned tubes inside as heat exchanging elements. CONSTITUTION: An ice storage system using finned tubes includes a case(1), a plurality of finned tubes(20), and a plurality of manifolds(3,6). The case has a space inside. The finned tubes are mounted in the space of the case and formed with a plurality of outer fins outside own tubes. The manifolds are formed at a side of the case connected to the finned tubes, via which an antifreeze is moving in or out. The finned tubes are connected to each other and the case is filled with water.
