PURPOSE: A regenerated pancreatic cell extract having growth and regeneration activity of insulin-producing cells and blood sugar level reducing activity is provided, thereby inducing neogenesis of pancreatic islet, so that it can be useful for treatment of diabetes. CONSTITUTION: The regenerated pancreatic cell extract having growth and regeneration activity of insulin-producing cells and blood sugar level reducing activity is obtained by the steps of: adding chemical agent into the pancreas to destroy the beta-cells; incising a portion of, preferably 50 to 90% of pancreas; extracting the regenerated pancreas after 1 to 10 days of incision; cell lysis of the extracted pancreas; centrifuging the pancreas cell lysed solution and collecting the protein containing supernatant; and purifying the protein containing supernatant using ion exchange chromatography, wherein the supernatant contains one or more proteins selected from H1(Mw: 85-87 kDa and pI: 4.6-4.8), H2(Mw: 84-86 kDa and pI: 4.7-4.9), H3(Mw: 84-86 kDa and pI: 4.8-5.0), H4(Mw: 41-43 kDa and pI: 6.7-6.9), H5(Mw: 33-35 kDa and pI: 6.5-6.7), H6(Mw: 25-27 kDa and pI: 6.5-6.7), L1(Mw: 15-17 kDa and pI: 5.5-5.7), L2(Mw: 15-17 kDa and pI: 4.3-4.5), L3(Mw: 16-18 kDa and pI: 5.8-6.0), L4(Mw: 18-20 kDa and pI: 6.2-6.4), L6(Mw: 15-17 kDa and pI: 6.4-6.6), L7(Mw: 15-17 kDa and pI: 4.5-4.7) and L8(Mw: 15-17 kDa and pI: 4.5-47).
