PURPOSE: A resin composition for coating a chromated electroplate organic coated steel sheet to form a resin layer and an organic coated steel sheet coated with the composition are provided, to prevent the fouling of a roll due to the transcription of a colorant and to improve the chemical resistance of a resin composition, thereby enhancing the quality of products. CONSTITUTION: The resin composition comprises 80-90 wt% of urea; 9-16 wt% of a melamine resin; and 1-4 wt% of a wax. Preferably the composition comprises further colloidal silica in the ratio of 9:1 to 8:2 as a physical property improver and/or a pigment in the ratio of 99;1 to 95:5 as a colorant. The organic coated steel sheet is coated with the composition by a thickness of 0.5-2.0 micrometers.
