PURPOSE: A camera vibration correcting device using a motion vector is provided to detect a motion vector of a signal captured by a digital moving picture camera and minimize the motion vector to reduce vibration of an image. CONSTITUTION: A camera vibration correcting device includes a discrete cosine transformer(30) for transforming an input digital video signal into a frequency signal, a quantizer(40) for quantizing the frequency signal, a compressor(50) for compressing the quantized signal by variable length coding, and an inverse quantizer(60) for inverse-quantizing the output signal of the quantizer. The device further includes an inverse discrete cosine transformer(70) for transforming the output signal of the inverse quantizer into a digital signal, a motion estimator(110) for comparing the output signal of the inverse discrete cosine transformer with the input video signal to estimate a motion vector, a compensator(100) for compensating vibration using the output signal of the inverse discrete cosine transformer and the motion vector, and a controller(130) for controlling the components and outputting an intra or inter operating mode signal.
