The reflective layer, to attenuate electromagnetic radiation, has at least one reflective component of a substance or a mixture selected from carbon particles or fibers and especially soot and/or graphite and/or an electrically conductive graphite compound, metal particles and/or fibers and especially of copper or aluminum or titanium or steel and/or ferrous particles or fibers and metal alloy particles. The reflection layer attenuates electromagnetic radiation in a range of 16 Hz to 10 Ghz by =10 dB. The reflection layer is waterproof and permeable to water vapor, is weather-resistant and can give a potential compensation. The reflective layer is carried by a nonwoven or film of glass fibers, paper or plastics.
