The system has a damping torque evaluation circuit (35) to calculate a damping torque based on steering angular speed of a steering rod. A sequential circuit (40) progressively decreases the torque, which is produced for a restoring zone of the steering wheel in a specific time when a determination circuit (39) determines that the steering wheel state is transferred from the restoring zone to a steering zone.
