The time measuring arrangement has a stationary unit, which sends rhythmical infrared (IR) light pulses in the target region. The pulses are received by a mobile IR receiver onboard of a car. An onboard radio transmitter sends car identification signal to any number of receivers in the range of 100 m (in the open space) upon reception of the IR pulses.
