The thread (3) is constrained to wind on a limited section (24) of the bobbin (21) which is mounted on the spindle (42) connected to the base (41). Guide rods (43) extend up from the base. The swinging lever (44) pivots low on the base. A first grooved idler pulley (45) is connected to a guide rod. A second pulley (450) is connected to the swinging lever. The leading end of the thread passes through both grooved discs. The limited section includes two mutually-separated, radial end flanges (23). A bearing (5) is located between the lower end of the bobbin and the base.
