The device has a fuel tank (1) with a storage tank (4), and a fuel pump (8) driven by a DC electric motor (9). A pipe (13) returns the excess fuel pumped by the fuel pump towards the tank. A control unit (14) controls the motor according to a maximum rotation speed during a starting phase of a thermal engine and according to a minimum rotation speed when the starting phase of the engine is terminated. An independent claim is also included for a method of regulating a fuel supply flow of a thermal engine of a motor vehicle.
