The turbine has a vertical axle (2) with a sleeve in which a coaxial shaft (6) is mounted. Two cups (7, 8) turn around the axle and form a frame that presents a large opening (15) for an air inlet, and a small opening (16) for an air outlet. An air passage reducing unit reduces air passage through the opening (16) until the opening is sealed, in case of useful wind, and unseals the opening (16) fully, in case of high-powerful wind.
