The apparatus has speed detectors (11, 13) for detecting speed of a vehicle and rotational speed of an electrical power steering motor (4), respectively. A road surfacing rear-end torque detector (15) outputs an estimation value of a road surfacing rear-end torque by filtering a rear-end torque signal of a steering shaft using a low pass filter whose time constant is determined using the speeds of the vehicle and motor.
