The device has a framework (2) fixed on one of wheels (3) of a vehicle. A motor (4) is supplied by an energy source and has a shaft extending coaxially to an axis of a hub of the wheel. A support unit (6) integrated to an output shaft of the motor or a reducer (31) is supported on a fixed surface e.g. ground, such that the motor rotationally drives the framework when the motor is supplied, to rotate the wheel.
