The device has a flexible pipe (3) that is guided in a helical coil spring (6) fixed on a fixed unit and on an arm, by its ends. The spring contracts and the pipe forms a rear loop from a fixing point of the spring, when an arm rotates in reverse direction. A connecting point is chosen such that distance separating points permit natural formation of a loop. The distance is equal to natural winding diameter of the pipe.
