The device has a shaft coupled with a rotor and including two ends, where one end has a pulley to couple the shaft and electrical and thermal engines movement transmission device. One set of ventilators (14, 15) includes a set of blades (12, 13). Another set of ventilators (18, 19) including blades (16, 17) is arranged between the pulley and the ventilators (14, 15) for charging the ventilators (14, 15). An independent claim is also included for an electrical machine including a reinforcement device.
