PPROBLEM TO BE SOLVED: To provide an observation satellite, a satellite communication ground station, and an observation satellite system with favorable transmission efficiency by carrying out comparison with a reference image in an image taken by a satellite mounted imaging apparatus to extract only an area to be necessary, and transmitting difference data with respect to the reference image. PSOLUTION: A satellite position detector is provided for calculating a satellite position. A satellite attitude detector is provided for calculating a satellite attitude. A satellite mounted database is provided for storing an observation target position, and a reference image for every registration number. A computer is provided for calculating satellite attitude change data and outputting it to an attitude change device, and calculating imaging timing and outputting it to the imaging apparatus. The imaging apparatus is provided for carrying out imaging on the basis of the imaging timing, and outputting taken image data to an image necessary area extracting device. The image necessary area extracting device is provided for determining a correlation between the image data from the imaging apparatus and the reference image, extracting image data of the most correlated portion, and outputting it to a transmission device.
