PROBLEM TO BE SOLVED: To provide an IC commuter pass issue device and an IC commuter pass issue system capable of using an IC ticket possessed by a user for improvement in convenience of the user.;SOLUTION: This IC commuter pass issue device 100 includes a display part 120 having a touch panel for displaying guidance for issue of a commuter pass and receiving information input operation, a card processing part 150 receiving insertion of the IC ticket possessed by the user, a control part 110 determining validity of the IC ticket inserted into the card processing part, and an IC commuter pass issue part 160 recording information in the IC ticket based on the information inputted in the operation display part and issuing the IC ticket as an IC commuter pass when the IC ticket is valid. As the IC ticket, different types of SFIC tickets or an expired IC commuter pass can issu the IC commuter pass when only its validity as the IC ticket can be confirmed.;COPYRIGHT: (C)2007,JPO&INPIT
