To provide a commuter pass issuance/management device, issuing machine, commuter pass issuing system, and commuter pass issuing method that can streamline a process of issuing a commuter pass.SOLUTION: A commuter pass issuance/management device includes a first communication part, an inquiry part, and a code generation part. The inquiry part causes the first communication part to send, to an affiliated organization-side management device corresponding to application information obtained from an applicant of a commuter pass, at least a part of the application information, and obtains a collation result of the sent application information from the affiliated organization-side management device via the first communication part. The code generation part generates information to display a code with which a commuter pass of contents based on at least a part of the application information is issued by holding over an issuing machine on the basis of the collation result obtained by the inquiry part.SELECTED DRAWING: Figure 2
