PSOLUTION: The fuel cell operation controller is equipped with each catalyst layer, which contains a catalyst material on the anode side and the cathode side, an electrolyte membrane interposed between the catalyst layers on both sides, a fuel cell for generating electric power by electrochemical reaction, and a control means for controlling catalyst activity in the catalyst layer, by giving electrochemical variations with respect to the electrode of the fuel cell.
