PPROBLEM TO BE SOLVED: To solve the problem that a buried pipe is installed in a deep position, because buoyancy after construction is suppressed by earth covering infilled into an upper section, in the following conventional construction method, though an anti-buoyancy material is installed to prevent the buoyancy brought about by an groundwater level etc. , after the completion of the construction of the buried pipe, in the conventional shallow-layer burial method using a filler such as fluidized soil and disposed soil. PSOLUTION: This shallow-layer burial method using the filler such as the fluidized soil c and the disposed soil comprises: a first step of securing a construction space by installing a pair of earth retaining walls; a second step of installing a plate material for the installation of the buried pipe below the earth retaining wall; a third step of fixing the pair of anti-buoyancy materials for being wound around the buried pipe to the plate material; a fourth step of installing the buried pipe; a fifth step of forming a filling space for infilling the filler such as the fluidized soil and the disposed soil; and a sixth step of infilling the fluidized soil into the filling space.
