PROBLEM TO BE SOLVED: To obtain a skin cleaning agent in which when animal hair on the skin such as human hair, etc., becomes thin, pores clogged with sebum fat, dust, etc., are cleanly cleaned and opened without using a hair grower and a hair tonic, the hairy root part and the hair-matrix cell of the skin are activated by oxygen through the pores, as a result, hair growth is promoted and growth of thin hair is promoted.;SOLUTION: The skin cleaning agent, that is composed of a liquid resin to form a dried coating film, promotes animal hair growth on the skin and growth of thin hair, and comprises a volatile solvent containing 0.1-45 wt.% of a resin component as a resin solid content of a skin cleaning agent component solution to form a dried coating film having excellent compatibility with animal hair, flexibility, slight malleability and excellent water resistance.
