PPROBLEM TO BE SOLVED: To provide a coating liquid for forming heat ray and ultraviolet ray shielding film with photocatalytic deodorization and bactericidal function, simultaneously and effectively expressing both photocatalytic deodorization, bactericidal functions and heat ray, ultraviolet ray shielding functions, applicable on a transparent base material and forming the film at normal temperature, and to provide the film using the same and the base material. PSOLUTION: The coating liquid comprises a metal oxide for photocatalytic deodorization and bactericidal functions, an infrared ray shielding material, an ultraviolet ray absorbing material, a diluent and a curing catalyst. The infrared ray shielding material comprises fine particles with 35 nm of average particle diameter and at least one selected from tin oxide containing antimony and iridium oxide containing tin. The ultraviolet radiation absorbing material comprises fine particles with 35 nm of average particle diameter and at least one selected from inorganic cerium oxide based ultraviolet ray absorbing agents, zinc oxide based ultraviolet ray absorbing agents and titanium oxide based ultraviolet ray absorbing agents. The photocatalytic deodorization and bactericidal metal oxides comprise fine particles with 35 nm of average particle diameter at least one selected from titanium oxide, zinc doped titanium oxide and nitrogen doped titanium oxide.
