PPROBLEM TO BE SOLVED: To enable system setting which complies with an information security policy to be dynamically executed matching with the environment of a user including the type of a client terminal. PSOLUTION: A policy determination processing part 163 determines policy information necessary for setting an information system from access information from a client terminal or user attribute information acquired from information managed by a user management device acquired by a user information acquisition processing part 161 or client property information acquired from information transmitted from the client terminal or information managed by the user management device acquired by a client property information acquisition processing part 160 or the contents of processing to be executed by the information system. A system setting preparation processing part 152 prepares equipment setting information showing the setting contents of each equipment configuring the information system from the information provided from each configuration of the policy determination processing part 151.
