PPROBLEM TO BE SOLVED: To provide a crystalline dual-phase hydrogen permeable alloy having hydrogen permeability and hydrogen embrittlement resistance and usable at 473 K. PSOLUTION: The crystalline dual-phase hydrogen permeable alloy of dual-phase Co-Ti-Nb type is composed of a composite phase. This composite phase has an eutectic (CoTi+TiNb) structure of a CoTi phase containing Nb in the form of solid solution and a TiNb phase containing Co in the form of solid solution, a structure in which the TiNb phase forming as an initial phase is surrounded by the above eutectic or a structure in which the CoTi phase forming as an initial phase is surrounded by the above eutectic and also has a composition represented by CoSBx/SBTiSBy/SBNbSB(100-x-y)/SB(where 20x50 atomic% and 10y60 atomic% are satisfied).
