PPROBLEM TO BE SOLVED: To provide a ruthenium complex having a novel structure that has sensitivity to light in a long wavelength region and permits efficient take-out of an electric current as a dye-sensitizer used for a dye-sensitized solar cell, and to provide a high-performance dye-sensitized oxide semiconductor electrode using the ruthenium complex, and a dye-sensitized solar cell. PSOLUTION: The ruthenium complex is represented by general formula (I): RuLL'A (wherein L is a 2,2':6', 2"-terpyridine derivative; L' is a 1,8-diaminonaphthalene derivative; and A is a ligand selected from the group consisting of halogen atoms, a cyano group, a thiocyano group and a thiolate).
