PROBLEM TO BE SOLVED: To achieve high throughput, even when a packet loss occurs due to reasons other than congestion.;SOLUTION: A transmission terminal or a session relay device for relaying communication between terminals comprises a measuring portion for measuring a one-way or a round-trip delay time within a network, a determining portion for determining the threshold of the delay time for judging network congestion, and an estimating portion for estimating the possibility that the packet loss is due to congestion, with reference to the delay time at which the packet loss is detected and the threshold of the delay time. When the packet loss is detected, congestion window is changed, based on the estimated possibility so that high throughput is achieved, even when the packet loss occurs due to reasons other than congestion.;COPYRIGHT: (C)2006,JPO&NCIPI
