PPROBLEM TO BE SOLVED: To provide a network parameter learning device for making performance of a system as a whole improved, based on learning in each computer in a system constructed of a plurality of computers interacting with each other via a network. PSOLUTION: In a mobile robot 1000, a control processing learning part 110 performs learning processing for a plurality of agents, separately allocated to a plurality of colonies for computing control signals to drive motors 202 and 204, respectively based on the position of a target object 2 photographed by a camera 10. The control processing learning part 110 performs dynamic separative genetic algorithm for performing division/disappearance of an agent inside the colonies and dynamic separation by the colony.
