PPROBLEM TO BE SOLVED: To provide a plastic grouting material, wherein the flowability of fly ash and a special characteristic of plastic gel by the borazon reaction with a granular cured product of a calcium base are applied, and also to provide a method of toughening a ground by developing bulk agglomerates made of gelled products in the ground by pressing the above material into the ground, causing enlargement of the plastic gel pushing soil particles aside, and also to provide a method and a device for controlling grouting to the ground. PSOLUTION: The plastic grouting material contains fly ash, granular curable material of a calcium base and water as effective components and is grouted into a ground from a hole drilled out in the ground. As time passes or by dehydration process, the material solidifies through the state of a plastic gel. The ground is toughened by enlargement of the plastic gel pushing soil particles aside.
