PPROBLEM TO BE SOLVED: To make a property of liquid to be within a definite condition in a short time by injecting optimal amount of chemicals to liquid circulating inside a plant in the plant in which the liquid circulates. PSOLUTION: The plant has a flow rate detection process, a concentration detection process and a chemical injection process and further has an ordinary operation mode, where operation is carried out by an ordinary chemical injection amount decision method in which chemical injection amount is determined based on flow rate detected in the flow rate detection process and concentration detected in the concentration detection process, and a special operation mode, where operation is carried out by a special chemical injection amount decision method in which chemical injection amount is determined differently from the ordinary chemical injection amount decision method.
