PPROBLEM TO BE SOLVED: To provide a contract proposal simulation system capable of notifying a consumer of a charged amount which takes into account initial expenses such as a penalty for change of contract actually charged to the consumer and a handling fee necessary for the change of a contract. PSOLUTION: The contract proposal simulation system comprises: a WEB reception function part 100 for receiving confirmation requests related to the change of a contract from the consumer; a data extracting part 111 for extracting information on the consumer 40 from an actual calculation database 20 and reflecting the extracted information on the extracted consumer 40 to a trial calculation database 30 on the basis of the confirmation requests from the consumer received by the WEB reception function part 100; and a charge calculation function part 110 with a charge calculation processing part 112 for executing simulation of charge calculation at the change of the contract on the basis of the information reflected to the estimation database 30 and preparing charge plan proposal information.
