The non-chromium surface-treated layer comprises at least one of a surface treatment layer based on a silane coupling agent, a surface treatment layer due to a water-soluble phenolic compound and an inorganic surface treatment layer containing Zr and/or Ti and the thermoplastic resin layer is formed of a polyester thermoplastic resin with a melting point of 200-235°C.
