PPROBLEM TO BE SOLVED: To provide a method, a system and a computer program for managing services of human resource. PSOLUTION: This method includes: a step of modeling human resource delivery service from a service provider to a client enterprise to determine the output from the input and restrictions; and a step of constructing a target function representing the service resource in the service provider. This method also includes: a step of determining the optimum level of human resource on the basis of the above modeling, restrictions and target function; and a step of assigning the human resource on the basis of the optimum level. A preferred embodiment of the invention is a system and a method for assigning resource related to a business transformation outsourcing project.
