PROBLEM TO BE SOLVED: To manage an illegally parked bicycle with the smallest labor, and to reduce the illegally parked bicycle by imposing a fine.;SOLUTION: In this management method for the illegally parked bicycle, the illegally parked bicycle is locked, and a card key inputted with specific information by a portable terminal is installed to the bicycle or a lock. When releasing the lock, a prescribed fee including a lock charge is paid according to the instruction explanation of lock release recorded in the lock or the card key, the card key is processed by a decoding terminal device, lock release information is inputted to the card key, and the lock is released by use of the card key.
