PROBLEM TO BE SOLVED: To improve security by realizing a quarantine network by introducing an inexpensive quarantine network easily.;SOLUTION: In this network quarantine apparatus M, when a packet is received by a reception part 402, communication protocol decision processing for the received packet is first executed by a communication protocol decision part 403. Then, authentication decision processing is executed by an authentication decision part 406 and a forgery arp response is transmitted to a transmitter terminal by a forgery arp response transmission part 407. When a specified period of time has passed, a forgery arp request is transmitted to the transmitter terminal by a forgery arp request transmission part 408.
