PROBLEM TO BE SOLVED: To conduct a distribution by setting the distribution bands of each storage content in the effectively utilizable bands for distributing the storage type contents, when one or more of the storage contents are distributed to radio communication terminals connected through a plurality of radio base stations from a content server in a multicasting.;SOLUTION: The ratios of the distribution bands of contents distributed by the content server are determined previously. The degrees of allowances of bands in each radio base station are investigated from the bands capable of being used for the radio base stations distributing the contents and the bands required for distributing the contents.
