PROBLEM TO BE SOLVED: To provide a Savonius-type windmill making the whole size small and enhancing rotary performance of blades and to provide an illumination light equipped with this.;SOLUTION: The Savonius-type windmill 3 comprises a first blade member 31 and a second blade member arranged in point symmetry with respect to a rotation center R. Wind catching surface sides 31a, 32a of these blade members are formed in concaves of substantially a cycloid curve and wind releasing surface sides 31b, 32b of these blade members are formed in convexes of substantially a cycloid curve. Small recesses 31c, 32c formed along a rotation axis direction of the rotation center R are preferably provided at widthwise opposite ends of the wind releasing surface sides 31b, 32b.
