PROBLEM TO BE SOLVED: To provide a seismic response control column base structure and a seismic response control structure using this structure, for constituting a friction damper in a column base part.;SOLUTION: This column base structure 101 supports a lower end part of a column 10 by a baseplate 22 fixed on base concrete 12 by screw fastening of an anchor bolt 24 and a nut 26, and is constituted to generate frictional force of the predetermined size by mutually pressurizing mutual these contact surfaces 10b and 15d by force in the right-angled direction to these surfaces, by directly or indirectly contacting a side surface 10b of a column lower end part with opposed surfaces of an installation member 15 erected on the baseplate and having the opposed surfaces 15d opposed to a side surface of the column lower end part.
