PROBLEM TO BE SOLVED: To measure and control easily, quickly and highly accurately the concentration of a chemical for water treatment, concerning water to be treated in a circulation water system or the like.;SOLUTION: A near-infrared ray absorbing material such as indocyanine green as a tracer material is added together with the chemical for water treatment into the water to be treated. The concentration of the near-infrared ray absorbing material added into the water to be treated is measured, and concentration control of the chemical for water treatment added into the water to be treated is performed by the measured concentration of the near-infrared ray absorbing material.
