PROBLEM TO BE SOLVED: To enhance information security when developing IT for a care certification review board business handling personal information, to transmit a review board document and a review result between a municipal office and houses of review members through a network, to allow a meeting of the care certification review board and a prestudy, to enhance convenience, to save a business resource and an operation expense for the review board, to contribute to global environmental conservation, and to restore results of the effective care certification review board operation and the expense reduction, to the citizens.;SOLUTION: The information security is enhanced by structure remaining no data related to the care certification review board in terminals in the houses of the review members, structure not transferred with characters and numerals, structure by mutual authentication encipherment between the municipal office and houses of the review members, structure allowing unified centralized control wherein the data related to the care certification review board is stored on a city office secretariat server, and wherein a software related to the care certification review board is operated thereon, and the like, and the municipal office is connected to the terminals in the dwelling houses of the review members through the network to allow the prestudy of the review board document and the meeting of the care need certification review board.;COPYRIGHT: (C)2006,JPO&NCIPI
