PROBLEM TO BE SOLVED: To promptly make an operating plan which meets all the restrictions to be considered in terms of operation and requires low operating cost. SOLUTION: This apparatus for planing of supply and demand is provided with an initial operating plan preparing means 12, which creates an operating plan for the start and stop of generators based on information, such as estimated demand and generator equipment data, and makes an initial operating plan with respect to the start and stop of the generators using a mathematical programming scheme, which satisfies balance of power supply and demand and restrictions on operation not straddling between the generators, and an operating plan modifying means 13, which modifies the initial operating plan made by the initial operating plan creating means using genetic algorithm (GA) so that restrictions on operation straddling between the generators will be satisfied. When calculating the degree of conformity on a gene which represents the combination of a time period to be modified to eliminate the violation of the restrictions on the initial operating plan and generators or power plants, the operating plan modifying means 13 determines the degree of conformity which corresponds to the amount of violation of the restrictions.
