PPROBLEM TO BE SOLVED: To provide a support method and system for the weak in disaster, capable of rapidly transmitting information about the disaster, and allowing grasp of whether the weak living in a disaster-stricken area and a district adjacent to the disaster-stricken area is safe or not. PSOLUTION: A center server 2 collecting information transmits a trigger signal 16 corresponding to an emergency level and kind to terminal devices 10A, 10B installed in present places of helpers 61, 61' and the weak 60 registered in a database 20 via arbitrary communication line networks 3, 4, 5, on the basis of a disaster prevention management program 21.
