A time controller 24 is constituted by a normal model P'e-sT with waste time sumilating a transmission function actually established between the input X and the output Y. An output target value YT of the control object 12 is supplied to the reverse model P'-1 with no waste time to calculate an input basic value XB. The input basic value XB is supplied to the normal model P'e-sT with waste time to calculate an output prediction value Y'.
