PROBLEM TO BE SOLVED: To provide a mercury-free alkaline battery having high discharging performance by improving the use efficiency of zinc of the mercury-free alkaline battery. SOLUTION: In production of a gel-state zinc anode of a mercury-free alkaline battery, a stirring apparatus which has no stirrer and stirring blade is characteristically employed as the stirring apparatus to produce the anode by mixing and stirring a zinc powder, an electrolytic liquid, and a gelling agent. As such a stirring apparatus, the illustrated V-type stirring apparatus, a shaker, a planetary stirring apparatus, a ball-less pot mill, etc., are examples.
