PPROBLEM TO BE SOLVED: To provide a duplicate document detector, a duplicate document detecting method, and a duplicate document detecting program capable of detecting a difference between documents even in a case that they are documents containing graphics such as graphs, pictures, illustrations, drawings and the like, or having different file formats. PSOLUTION: This duplicate document detector comprises a conversion part 4 converting two or more documents formed by use of various kinds of applications to the same data format, for example, to image data; and a comparison part 6 comparing the documents of image data converted by the conversion part 4 to detect the difference between them.
