PROBLEM TO BE SOLVED: To improve workability by providing an adjusting tool adjusting the ground height of a frame body bottom section on a frame body arranged with many tubular bodies to be inserted and hooked with bag bodies in the open state. ;SOLUTION: This bagging machine is constituted of a frame body 1 integrated with a rectangular peripheral wall frame 1c and many tubular bodies 7 and a cover 3 having a short tubular soil insertion port 26, and a jack 23 is provided on the bottom face side near the corner section of the lower peripheral edge section 11a of the frame 1c. At the time of packing, bag bodies 4 are inserted and hooked in the tubes 7, then the cover 3 is mounted on the frame 1. Soil is mounted on the cover 3 by a back hoe, and the prescribed quantity of soil is inserted into the bags 4 from the soil insertion port 26 while the soil is leveled. The height of the frame body 1 from the ground surface is adjusted by the jack 23 to adjust the inserted quantity of soil. The cover 3 and frame body 1 are removed, the openings of sandbags left in the aligned state are fastened with cords, and the cord is hooked on a hoisting accessory to load or unload the sandbag.
