PROBLEM TO BE SOLVED: To enable a receiving means of a scalable multicast content distribution system to distribute contents with quality corresponding to network environment and also control band allocation to other flows which are used at the same time.;SOLUTION: The scalable multicast content distribution system has: a distributing means (distributing server) 1 which hierarchically encodes contents, packetizes data of the contents, and imparts multicast addresses to the packets to make multicast distribution to an IP network 9, a transfer means (router) 10 of transferring the packets in the IP network 9, and a receiving means (reproducing terminal) 5 which receives the data packets of the contents made hierarchic by using a multicast protocol, and decodes and reproduces them. The reproducing terminal 5 controls a timer and a threshold used for a rate control method to control band allocation to other flows which are used at the same time.;COPYRIGHT: (C)2006,JPO&NCIPI
